Job Summary
The BSA Specialist is responsible for ensuring compliance with the Bank Secrecy Act (BSA), Office of Foreign Assets Control (OFAC), USA Patriot Act, and Anti-Money Laundering regulations for the bank. They recognize and research potential issues pertaining to BSA, transaction alerts, 314(a) requests, Currency Transaction Reports (CTRs), Suspicious Activity Reports (SARs), complete Enhanced Due Diligence (EDD) reviews of higher risk customers, and other assigned tasks. They complete regulatory filings of SARs and CTRs.
Essential Job Duties & Responsibilities
- Research, analyze, and identify potentially suspicious Anti-Money Laundering/Countering the Financing of Terrorism (AML/CTF) activity based on a variety of monitoring system generated alerts.
- Maintain production and performance standards when analyzing and decisioning automated alerts for potential suspicious activity.
- Determine if alerts can be closed as not suspicious or warrant further investigation and escalation to a case in the bank’s case management system.
- Prepare and thoroughly document factual and impartial findings in an accurate and timely manner for non-escalated and escalated alerts.
- Utilize available research tools (public internet sources as well as third party sites) to identify information related to suspicious transactions warranting further investigation as a case.
- Perform research of past alerts and cases to determine if previous investigations have taken place and appropriate conclusions were made.
- Partner with various compliance or business personnel throughout the organization to determine if facts and circumstances surrounding unusual transactions warrant closure of the investigation as not suspicious or if escalation for further investigation is warranted.
- Document results of alert investigations in the bank’s case management tool and meet reporting requirements.
- Implement BSA procedures development, updates, and publication.
- Maintain a current understanding of BSA/AML regulations and Financial Crime Enforcement Network (FinCEN) guidelines relative to Suspicious Activity Monitoring and Reporting as well as current money laundering/terrorist financing schemes and risk typologies, and investigative techniques required to detect such schemes and typologies.
- Perform customer reviews that include anticipated activity of clients and compare with actual activity recorded in the system.
- File SARs per regulatory guidelines, meeting filing deadlines.
- Complete periodic EDD reviews for clients identified as high risk.
- Prepare and thoroughly document factual and impartial findings in an accurate and timely manner.
- Communicate with branch and department managers, as necessary, in researching and investigating cases.
- Determine and document results of EDD Reviews on case management system and meet reporting requirements.
- Compile data and maintain necessary records and files to assure efficient and consistent reporting of investigations.
- Make determination for closing accounts and perform associated follow up to ensure closure of the accounts.
- Maintain thorough knowledge of the Bank's systems used to conduct research of customer transaction activity.
- Review and research internally generated reports to gather information for cash transactions greater than $10,000, either individual or aggregated to file Currency Transaction Reports (CTRs).
- File required CTRs accurately, meeting filing requirements and deadlines.
- Complete annual review of exempt customers, in accordance with FinCEN guidelines and provide an accurate list to the BSA management for approval.
- Research 314(a) requests from FinCEN.
- Maintain proper documentation according to banking regulations and compliance for all BSA related responsibilities.
- Review subpoenas and summons to determine whether suspicious activity occurred in the customers bank account, file SARs as needed, meeting filing deadlines.
Skills & Abilities
- General knowledge of overall bank operations, Bank Secrecy Act.
- Knowledge of the BSA, USA Patriot Act, OFAC, FinCEN guidance and all related regulations.
- Ability to compile complex data into meaningful reports for management.
- Strong investigative skills, analytical and problem-solving skills.
- Proficiency with MS Office Applications including Word/Excel/Power Point as well as other banking software systems such as FIS, Jack Henry and Verafin.
- Strong written and verbal communication skills.
- Ability to prioritize tasks and complete work by designated due dates.
- Required to work well in a team and individually to accomplish all assigned tasks.
EDUCATION & EXPERIENCE:
- 0-2 years of experience in banking or other financial institution
- Bank Secrecy Act knowledge preferred
- High School Diploma required, bachelor’s degree or equivalent experience preferred
- CAMS Certification preferred
